Notice Regarding Aerial Media Coverage for the TOKYO 2025 DEAFLYMPICS Marathon [Updated 22 November]
We would like to express our sincere appreciation for your continued understanding and cooperation in media coverage of the TOKYO 2025 DEAFLYMPICS.
Please find below important information regarding aerial filming by news helicopters for the marathon event.
■ Basic Policy for Considering Aerial Filming
Aerial coverage during the marathon will be considered by the organizers only when it is conducted for official media coverage of the competition.
Please note that we may not be able to accommodate aerial filming whose primary purpose is other than official coverage, in consideration of the athletes and the efficient operation of the event.
■ Request for Cooperation in Ensuring Safety and Privacy
This event places the utmost importance on ensuring the safety of athletes and spectators, as well as protecting the privacy of athletes and other participants.
Accordingly, if aerial filming is to be conducted, operators are required to take appropriate measures regarding all aspects of flight operations, including safety management and risk mitigation.
Also, we ask for your cooperation in formulating flight plans that minimize impact on local residents and take into full consideration the time of day of the flights.
■ Procedures Required Under the Civil Aeronautics Act
When conducting aerial filming with news helicopters, ensure compliance with minimum safe altitudes and complete all procedures and confirmations required under the Civil Aeronautics Act, as necessary.
We appreciate your understanding and cooperation in ensuring safety.
■ Request for Prior Consultation
To ensure smooth and safe event operations, it is imperative importance to consult with us in advance if you plan to or are considering conducting aerial filming.

Radio Equipment-Bringing and Using in Japan [Updated 19 August]
- Use of radio equipment such as Wireless Remote Shutter or wireless microphones without a valid Radio Station Licence in Japan is strictly prohibited.
To legally operate such devices in Japan, both a Radio Station Licence and a qualification as a Radio Operator's License are required.
